New navibar and Topic Icons

Also added a new "Who's Online" icon at the bottom of the forum where it shows you who's currently logged in.

Added a new navibar since people were complaining the other one being too small. The new glossy one should serve a little better. Admins and moderators will also see an additional icon, last one on the right, for viewing and handling user reports.

I also added topic Icons. Now when you make a topic, above the title of the topic it will have topic icons for: Nothing ( default ), Solved, Sticky, Announcement, Approve, Disapprove, Question, Idea, Happy, Sad, Surprised, Cool, Disappoint and Boring. Just a little something to have fun with when making topics. If you notice, I've been playing around with some already on random topics.

Mainly what I would like my mods to do now is to change the icon to "Solved" after a topic is solved and locked. Looks a little neater. So someone could make a topic about a question with the "question" icon. Then after the question is answered you would change the topic icon to "Solved" and lock the thread. Also going to get cracking on the new banners and updating the homepage. Yaya forum updates the night before my birthday.

I like the new navibar, about time it was changed, much easier now.
