In order to keep opening new skills you will have to add to jl, I would be applying jl's when ever I can and using whats left to add to your skills.

It's a challenge, but by time you finish the witch quest you will be jl50 and all skills maxed, put a little on each.

Do it like this. Get to jlvl 10, put one rank on each skill. Get to jlvl 15 and put one rank on each skill. Then 20 then 30 then 40.
