I thought Aku no Hana would be 1 since it had (not sure if it still has) the lowest score on MAL out of any TV shows xD

It's only people in that website. 1-4 places are actually really popular and good.

I was actually confused when I saw this list. I believe the higher the ranking of an anime on this list, the higher the chances of it being dropped because of the amount of people watching it.
