I would say get as close to the rules on hp/ap as possible without going over, tha'ts simple, just follow the rules that has been set for the event.

its really hard to get exact 125HP110AP , i meant can my stats be something like 140hp95AP ?

dude you dont go over the hp and ap limit. i have 125hp and 109 ap just get as close as you can get to the hp and ap limit. remember its about skillz not about hp
